The following pages outline in detail the range of work the Probation Service undertakes to achieve its aims of public protection and reducing crime.
The work of the Service starts with a thorough assessment about the factors that are leading an offender to commit crime. These assessments inform Courts who make decisions about the most appropriate sentence for an offender and also inform the Parole Board which makes decisions about offenders being released from prison.
Our assessments also inform Sentence Planning and Risk Management Plans. These outline what an offender is expected to do to meet the objectives of their sentence and change behaviour. The plans also outline the services and actions that the Probation Service, together with other agencies, will take to achieve the requirements of Court Orders or Licences and to ensure the protection of the public from further harm.
The Probation Service has a responsibility to ensure that Court Orders and Licences are enforced so if an offender fails to comply with requirements or if the risk posed by an offender increases, the Probation Service will summons an offender back to Court or recall an offender to prison.
The concept of end-to-end offender management ensures that offenders are offered the best possible opportunity to change their offending behaviour.
An offender management team is made up of an offender manager, offender supervisor, key workers and case administrators. The team helps to design individual intervention programmes that will protect the public and help the offender change their offending behaviour.
Offender managers will have assessed the offender before they were sentenced. Once a sentence plan has been written the offender management team will identify what actions need to be taken to achieve a reduced risk of harm and what intervention programmes can be made available to help the offender change.
